Dues are based on 3 components: National, Council and Pack dues. National and Council Dues are set annual by the respective entities and while collected by the Pack, they're passed through to those entities without reduction. Pack Dues are the only item where the funds are retained by the Pack. Pack dues are used entirely for program and Cub Scout advancement purposes as well as adult leader registration fees charged by National/Council and the dues supplement the funds raised through popcorn sales during the year.
A new Scout's National and Council Dues are paid online at time of joining for the current year. The Pack will then invoice the family for the Pack Dues portion of the total. Dues for subsequent calendar years are collected by the Pack in the fall of each year, as the Pack then passes the National and Council fees to those entities through a process called "rechartering."
As of late 2023, the rechartering process itself is changing at a National level soon. More detailed information will be provided about the process as soon as we are provided the full scope, but as we have been informed today, National/Council dues will be charged directly to a family's credit card by National on an annual recurring basis on a Scout's registration date (Scouts already registered as of the implementation of this program will most likely have a January invoice date). Pack 318 will then only directly collect Pack Dues each fall.
